Proposed rule changes to be reviewed this year:
1) Lions propose return to 3 QB rule - have two listed as active and have a third QB dressed and inactive that can be activated in game if injuries require
2) Half of the league has requested league change to ONE cut date to go from 90 to 53 vs. the 3 dates and levels they currently have
3) Chargers propose playoff seeding change that would allow WC teams to host a playoff game - seeding based on record not if division winner
4) Eagles propose 4th and 20 onside kick alternative
5) Eagles also propose uniform number change - allowing 0 to any player NOT OL or DL
6) Lions propose the right to challenge any personal foul flag thrown - not any call missed, just ones that are called and are questionable
7) Lions also propose that coaches get a third challenge flag if either of the first two were successful
