Have you tried to pick up Fred Davis/Wash/TE? If somebody else didn't grab him this week maybe you should give him a couple of starts and see what he does.
There is a lot of in s and outs to changing your TE tactics. In some leagues that a very flexy I do matchups like you did. But it is frustrating as playing matchups with two lesser TEs uses an extra roster spot and you have to do so much more homework. Also two TEs even with the matchup figured out pretty good is still hard to get weekly great results....so then 3 TEs, you can get great results but wow... 3 TEs. I'm in one large league, with large rosters, that allows you not to play a TE at all or you can play up to 2TEs. I have three TEs in this league and play matchups very well. It is my smoke and Mirrors O. But in more normal formats its hard to use matchups and have that many TEs on a roster to be really effective at it.
Like Darnoc said it's tough to give up on Witten as he has been solid just not spectacular. When you look at Dallas lately they have undergone a lot of changes and Romo has been having to adapt and he has done a really good job. The Whole WR corps has been turned ass over teakettle and different WRs are in new players in new positions running different routes than they were before. Romo has had to learn all this and synch up new WRs on the fly. Even Romos RBs have been a wild rotation this year. Romo has done a great job with this and I think his attention will turn back to Whitten soon. Maybe a little Fred Jackon action is all you need.
