Actually reports from ESPN insiders were he wasn't the top candidate in either Washington nor Seattle, so decided to drop out to give Aaron Glenn a better shot.

Per Schefter and one other insider - WAS has preference for McDonald(BAL), Quinn(DAL) and Aaron Glenn(DET) for now and no particular order
Seattle seems to be more high on Quinn, but McDonald and Glenn in play there as well.

Also some think teams may be waiting for Spagnuolo DC KC to free up post Super Bowl.
