My favorite to watch was Eric Metcalf. He had great moves and speed.
Another one of my favorites was Little Dave Megget of the Giants who turned out to be a scumbag rapist and was sentenced to 30 years
Of course there is the phenom Hester and J Cribbs
other past ones such as Donte Hall, Mel Gray, Desmond Howard, Deion Sanders, Brian Mitchell

A little guy on the Raiders named Greg Pruitt I liked very much. He caught a lot of punts that really were unreturnable, fair catch type. A real dare devil I thought, as also was Eddie Payton. (Sweetness's brother) who I think led the league one year (late 70's) for the Lions. He was fast and confused the tacklers.

Yeh I remember Meggett, did'nt know he was a rapist! Chris Carr (Ravens and Raiders) should also be mentioned. Desmond Howard was great for my GB Packers but it was a short run. We have Randall Cobb now who I think will be even better. My vote for all time though even over Pruitt and Payton would be today's Devin Hester. There's no stopping this guy and he's made a career of it.
