Okay, I debated whether this should be in the Draft area, but since I am focusing on all Qb play and not just rookies coming out, I decided to post this here.
by all the experts I have seen or read, there is the opinion out there that there is only about 2 really good Rookie Qbs in this draft, and the rest have potential but need a lot of development. Personally, I am still not sold either Winston or Mariotta are NFL ready. But that is a different topic.
So what are teams with Qb issues going to do?

AFC East -
New England - superbowl champs have Brady and the next heir apparent(?) in Garapolo(great draft move last year by the by....).
Buffalo* - Yikes! They still have Manuel, not sure he is viable though. Orton is retiring...so where do they go??
Miami - Tannehill is set, and had a fantastic growth year. Hopefully he can continue to grow.
Jets** - Yikes #2!!! You have Geno Smith still there...but I don't think he is what they thought, and Vick is a FA this year.
AFC North -
Baltimore - Flacco is not spectacular but he is solid.
Pittsburgh - Roethlisburger is hanging on, but due an extension soon, and he is very beat up.
Cincinnati - Dalton like him or not seems locked and loaded....They do have McCarron as well who i am slightly intrigued by.
Cleveland** - holy heck what a mess. There prized rookie admitted he has an alcohol problem and is in rehab(good for him!!), and your vet Hoyer is a FA, and by the way you benched him while he was basically doing okay for the rehab rookie. Ewwww.... They once again have 2 first round picks, so they "could" move up to get one of the two mentioned above...but wait...there is possible sanctions from the league coming for Textgate.... and one punishment is a possible loss of draft pick or two. YIKES!! Oh, and add Cameron there only really reliable target in passing game wants out since he is FA as well.
AFC South -
Indianapolis - They have Luck and are in great shape.
Houston** - ?????????? Made the deal to get Mallett, but he got hurt and he is an FA this year. Fitzgerald was the stop gap they got, and he hurt the team. Case Keenum isn't the answer - and all that leaves is Tom Savage a later round draft pick last year. But again, the won't sniff the top two Qbs in this draft...so do they go and re-sign Mallett and experiment?
Tennessee* - Locker's rookie deal is done, so he is FA, and I think they cut bait. They drafted Mettenberger last year, and he was okay, but not a great sample before he got hurt. Other than that....yuck. They do have the 2nd pick in the draft, so the could potentially get one of the big 2 Qbs.
Jacksonville - drafted Bortles last year and were forced to start him earlier than they wanted, but the kid did okay. Henne is still there, and he is a very decent back up option.
AFC West -
Denver - have P. Manning for now, but he may retire, and they also have Brock Osweiler as well, who they are supposedly high on.
San Diego - has Rivers still, and he keeps doing what he is doing.
Kansas City - they still have Alex Smith....yuck...who they like, but need to address the future.
Oakland - drafted Derrick Carr last year and played him early, and he had ups and downs but seemed pretty well set there for now.
So in the AFC you have Three teams that are really desperate, and two teams that have an option, but really need help. I place Buffalo in the latter, since Manuel has started in past, and they will rely heavily on the run game again. So for those counting 5 needs, but only two really draftable and maybe startable draft Qbs. Yikes.

Dallas - Have Romo, they are okay.
Philadelphia - Have Foles who is serviceable and can handle the offense, but Sanchez is an FA, and if I were him I would go FA since so many teams need a starter. Also have drafted Matt Barkley but not sure they are all that high on him.
NY Giants - Eli is still there, Ryan Nassib who they drafted a few years ago is there also.
Washington* - Wow.....again...what to do. Yes they still have RGIII, and he had a decent game late last year, they also still have Cousins...but I think at some point they have to pick a direction and trade the other for whatever value they can get. McCoy is an FA this year.
NFC North -
Green Bay - Aaron Rodgers coming off a MVP season - they are fine at Qb its Wr they have to address with Cobb going FA.
Detroit - Matthew Stafford is there, and they are heavily investing in him.
Minnesota - Rookie drafted last year in Bridgewater gives them some hope, kid did okay. Plus they still have Cassel.
Chicago* - Hmmmm...... They benched Cutler, to try and push the team, but he ended up finishing the year due to injury to back up Claussen. But they have new coach in Fox, so is the slate clean? I think they stand pat, as the cap hit for cutting Cutler is hurtful, and I am not sure anyone trades for Cutler with that huge contract. However, as bad as the Qb situation is....that could change.
NFC South -
Carolina - they have Cam, so no changes here.
Atlanta - they have Ryan, so no changes here.
New Orleans - they have Brees, but he is getting really, really costly, I think I just read his cap hit this year is 24+ million!! I think you can look for another extension soon, to ease that hit.
Tampa Bay* - YUCK! They have Glennon, who I think could be serviceable, but not given real chance, they have Josh McCown, who again is serviceable but not long term( has one year left I believe) and then they have the #1 draft pick, so they could get Winston or Mariotta if they like. I look for them to draft Qb, Winston would be my guess and then see if they could trade Glennon.
NFC West -
Seattle - has Wilson, but he will be an FA soon, so a big contract is coming.
Arizona* - Palmer blew a knee out again, Stanton can be a back up, but not long term answer here. I am putting this as a risk, since Palmer looked horrible with Cincy the last time he came back from a knee injury.
San Francisco - they have Kaepernick who reverted last year, but with new system and coach lets see what happens.
St. Louis** - YIKES - Sam Bradford is an FA this year, but can't stay healthy. Hill and Davis are Fas, but not long term answers regardless. This is a huge gap here with St. Louis. They draft at #10 this year so no shot at the top 2 Qbs.
NFC is a bit in better shape, only one team that is desperate in St. Louis, and 4 teams in question. Of those 4 Washington can pick one and be okay, Tampa has the first draft pick, with a gap stop Qb on roster, Chicago has to make Cutler feel warm and fuzzy, but if they deal him they become critical issue and Arizona may be okay with Palmer, but not much longer and have to address the future soon.
10 teams that have Qb issues, and only two Qbs are really rated NFL ready. Not great odds for some teams. I think due to that, you will see some Backups become targets for trades like a Glennon or Cousins.
FA Qbs- yesh not a great pool..... By my check you have Lindley Ari, Claussen Chi, McCoy Was, Ponder Min, Hoyer Cle, Sanchez Phi, Hill and Davis St.L, Vick NYJ, Locker Tenn, Mallett Hou, and a smattering of others not worth mentioning.
Of those, if you have a solid O-line, Vick could be stop gap. Sanchez flashed in Philly but think that is due to offense not him. Mallett may be worth a shot...but the rest is rolling the dice.
