Big money league is setting PPR to .5 so which strategy in draft makes more sense going off PPR lineup or not?!? Or am I over thinking this, is it going to affect anything at all

It will effect some things, but don't over think it either. This is another opportunity for you to score points so look at the receivers who are high reception guys and give them a slight bump over the big play receivers from your normal rankings. Another spot to look at is your RB rankings. Most of your top RB's all catch a shit ton of passes so it won't effect the elite guys much. But this will have some effects on your rankings. Especially farther down it will give you some additional options.
