Story posted on Sporting news today says Manning has no velocity at all on his throws.

"He can't throw the ball," Lombardi said, as a guest on ESPN's “The B.S. Report with Bill Simmons.” "I've talked to people who've caught the ball for him. He can't throw the ball to his left. He can't throw the ball across his body, because he doesn't feel it. People that catch the ball for him say he doesn't really have velocity on the ball yet."

 
Bob Kravitz of the Indianapolis Star has clarified his "noodle arm" description of Peyton Manning from Tony Kornheiser's radio show early in the week.
Kravitz was understandably attempting to be "funny" and "flippant" because the medium of radio calls for that approach as opposed to print's by-the-book guidelines. "What I've heard is he's throwing OK. Not terrible, not great like an NFL quarterback," explained Kravitz. "He's progressing. After watching Peyton Manning throw on New Year's Eve, former Colts president Bill Polian believes the quarterback will return to play "at a high level."
Polian concedes that Manning's recovery is "coming, but coming slowly." His take-away from Manning's throwing session differs considerably from previous reports. "It's marked (improvement) from where he was back in September," Polian said. "He threw it accurately, he threw it with a good, tight spiral, and he threw it with velocity. Former Colts president Bill Polian disputes this week's reports that Peyton Manning doesn't currently possess NFL-caliber arm strength.
Polian labeled the reports "untrue," adding that Manning showed "quick release, good zip, but it was capped at about 25 yards" in a New Year's Eve throwing session. There's no shortage of stories on New Orleans native and future hall of fame QB Peyton Manning. Which ones are true we will not know for several more months. Noodle arm was undoubtly an attempt at a joke as it was recanted shortly after being spoken. The Manning family says he's getting better and that it's his goal to play this season. I wish him luck.

I'm disappointed in Lombardi for jumping on the "Noodle-arm" comment. What the hell is expected from a guy that hasn't been throwing the ball for a year or so. I hurt my shoulder at the driving range the other day after not swinging a club for a little over 4 months. From what I have been hearing, neck is good and he is working on getting everything else up to speed now. With more than 6 months until season starts I'm expecting to see him back somewhere
 
According to a story at SI.com, Manning had a 4th surgery. It was before his last one in Sept. Something to do with the bulging disk in his neck. There seems to be major concerns if he will ever totally regenerate nerves and strength in the arm to be able to fully compete. There is also some concern that this will be an ongoing issue, and that the Colts are really leery of this.
