Bucs RFA RB Cadillac Williams Gets 1st Round Tender Offer

The Bucs have assigned a low tender to restricted free agent Cadillac Williams. The "original pick" tender means other teams would have to give up a first-round pick for Cadillac, in addition to a salary greater than Tampa Bay is offering. Williams will most likely remain with the team.
 
Not sure why they would bother with this when they have Ward rostered. Why not cut ties and draft a guy to groom?

I'm assuming they're not sold on Clifton Smith in any kind of backfield role whatsoever?
 
Remember, Clifton was double concussed. It's likely his injuries are worse than they're reporting....

The second-year pro was placed on injured reserve Tuesday, two days after he was hurt making a tackle on the opening kickoff of Sunday's 16-6 loss at Carolina. His first concussion happened during an Oct. 18 game against the Panthers, when he was hit trying to make a fair catch on a punt. Smith was a Pro Bowl kick returner as a rookie. He's second in the NFL in kickoff return average and 10th in punt return average this season. The Bucs promoted running back Kareem Huggins from the practice squad to fill the roster opening.
